Annabelle has still a lot to learn. She is reactive to dogs outside but is getting so much better on her recall and attention to the foster. She is definitely easily startled/scared of sudden situations and needs to be eased in to experiencing new things. She bonds with her main person very fast, but will then try to protect that person from strangers. Understanding of the breed is a must with Belly. Helping her become more confident and understanding that new people are nothing to be scared of are the main things she will need to work on. You will get back a "snuggle monster" that will forever love you.
