That cat was Carmy. There was a language barrier so we don't know the bizarre reason for the shaving. The person who came across this situation offered the men money and took Carmy away..
Carmy is safe in his Foster home now. He is now microchipped,
neutered, vaccinated, tested for fiv/felv and fecal tested.
